The shape of our new government

So here’s what our new government promises, as reported by Stuff:

Some key points from the NZF deal:
– $1b per annum Regional Development Fund,
​- Re-establish the New Zealand Forestry Service
​- Review and reform of the Reserve Bank Act
​- Progressively increase the Minimum Wage to $20 per hour by 2020
​- Comprehensive register of foreign-owned land and housing
​- Free doctors’ visits for all under 14s
​- Free driver training for all secondary students
​- A new generation SuperGold smartcard containing entitlements and concessions
​- A royalty on exports of bottled water
​- Commit to re-entry to Pike River
​- A full-scale review into retail power pricing
​- MPs allowed to vote on a potential referendum on euthanasia

Some of the big parts of the Green Party/Labour confidence and supply agreement include:

– Introduce a Zero Carbon Act with a goal of net zero emissions by 2050
– A referendum on personal cannabis use by 2020
– Establish and independent Climate Commission. This would have the power to bring agricultural emissions in but would not do this immediately
– All new legislation to have a climate impact assessment analysis
– Investigate a Green Transport Card to reduce public transport costs
– Reprioritise spending towards rail and cycle infrastructure
– Stop the Auckland East-West link
– Begin work on light rail to the airport in Auckland
– “Significantly increase” the Department of Conservation’s funding
– Remove “excessive” benefit sanctions
– Make progress on eliminating the gender pay gap within the core public sector
– A rent-to-own scheme as part of KiwiBuild
– Re-establish the Mental Health Commission
– A wind-down on the government-subsidised irrigation

That’s some damn fine government.

We’re still to see who’s going to be taking which ministerial roles (Stuff also has a handy list of which portfolios have gone to NZ First and the Greens), but that list right there promises some genuine change and progress for New Zealand over the next three years.

There’s also a broader message, and a distinct step away from the government of the past nine years: the state has an important role to play in our lives. It can create jobs. It can share out the wealth of the nation fairly. It can and it should ensure that every single person in our country lives a decent life.

Which was already pretty obvious to those of us on the left end of the spectrum, but was anathema to the government of John Key and Bill English, who were happy to take the credit for good things happening but were missing in action as more and more wealth was taken out of workers’ hands by a greedy few, as corporate neglect literally killed people, as multinationals grabbed everything they could get and expected us to carry the consequences and ensure them ever-greater profits.

This is the change of direction we needed, and a more significant one than I’d hoped for, honestly. It’s not perfect, and many things can happen over a parliamentary term – three years is an eternity in politics when you’re at the beginning of them. But it is a start.

And it must be a start. As I’ve said before, to avoid cruising toward defeat in a term or two there needs to be a plan; a strategy, if you’ll forgive the horrific public sector management speak, of continuous improvement. A minimum wage of $20 by 2020 (perhaps sooner, if political capital allows?) is great, combined possibly with introducing the Living Wage for the core public service, for a first term government. But we need to be thinking about term two ($25 minimum wage? Living Wage for all central and local government employees, including contractors?) and term three (Living Wage = minimum wage?) and treating each milestone as a step, not a finish line. Free doctors’ visits for under 14s is a start: the goal must be free doctors’ visits for all. “Progress” to eliminate sexist pay structures in the public service is a start; the goal must be ending sexist discrimination in pay.

I know the temptation is to sit back and look at the amazing things this Labour-led government will deliver over the next three years. But one thought keeps popping into my head this week: the work is never done. There is always more to do, and we cannot lose sight of that. We cannot rest on the achievements of the past; that’s how you get third-term arrogance and stagnation.

This government can achieve huge things, and shift politics in New Zealand so that greedy, self-interested, narrow-minded right wing bullshit never gains sway again. But it will take work. And I think we’re ready for it.

The only minimum wage is a living wage

The New Zealand government announced an increase to the minimum wage today – up to $15.75 an hour from 1 April. On Breakfast TV, MP and former tobacco lobbyist Chris Bishop praised the decision as striking a “balance” between the needs of business to pay workers as little as possible and the needs of workers to eat food and pay rent.

Not that he phrased it in quite that way. That might lead people to connect the dots between wages and living. Then we might start asking why we’re expected to accept that a person’s ability to put dinner on the table for their family is something to be “balanced”. Like survival is a nice-to-have.

A wage has to be enough to live on. It’s as simple as that.

If I offered you $20 to do something – carry a parcel somewhere, say – but the trip there and back would cost you $30 in petrol, you wouldn’t do it. It would make no sense. That’s not even considering the amount of time it would take you. You wouldn’t even consider it.

(You’d be much more likely to do it for free, as a favour, to help me out, from a sense of community or empathy – that’s something our economic models and the National Party don’t understand. But as soon as money replaces those social incentives, it’s a very different situation.)

You wouldn’t accept that it was fair or just or even rational to be doing a job for a wage which doesn’t cover your costs. And if I complained, “we need to strike a balance between my costs and your costs” you’d tell me to sod off. If I said, “but if I paid you $50 to do the job instead of $20, I’d go out of business!” you’d say, “You’re not very good at business. Maybe you should take up something different, like beetle racing.”

This is where the rightwingers cry triumph, and say “well obviously, if you don’t like the pay, you get a different job.” They’d say my scenario is actually a perfect market in action – you get to walk away from a terrible economic deal, and I face the consequences of my bad business decisions.

Except that’s not how the world works, and they know it. They’ve made sure of it. By driving down wages, by undermining unions and the power of workers to stand together and demand decent wages, by eroding our social welfare system so that people have literally no alternative but to take the crumbs they’re offered – there is no freedom to choose differently. Take the low wages, accept the terrible conditions, do the unpaid overtime, and don’t even think about complaining or, heaven forfend, wearing a t-shirt with an empowering slogan on it. Even if it’s not enough to pay the bills. Even if you’re not living – you’re just surviving.

The world does not have to be that way. We do not have to accept a heartless marketplace logic which says the value of your work is as low as a stingy employer can make it. We can say what we all know is true: the value of work is not nearly as important as the value of people. And a person’s life is worth more than a company’s profits.

If you cannot pay someone enough for them to live on, you aren’t paying enough. The minimum wage you should be allowed to pay is not determined by invisible market forces or Treasury forecast spreadsheets; it’s determined by human life. We do not work for the economy. We do not have to sacrifice ourselves to its glory.

All wages should be living wages. Or they’re just a dolled-up kind of servitude.

It’s that time of the election season when various groups start putting out their naughty-or-nice lists of local government candidates. Because I’m the kind of nerd who likes this sort of thing, I figured it would be handy to at least get them all together in one place for people to refer to.

Wellingtonista’s local body survey is legendary. This year they’ve had just three responses – from Diane Calvert, Justin Lester and Troy Mihaka – based on a strategy of “we’re volunteers, we aren’t working ourselves to death to help you lot get good PR.” But they make for great reading, so check them out.

The Wellington branch of the Public Health Association have a scorecard for candidates running for Capital & Coast District Health Board.

Renters United surveyed and scored Wellington mayoral candidates on renting and homelessness.

Cycle Aware Wellington surveyed candidates for Wellington City Council and Greater Wellington Regional Council on, obviously, cycling issue. The pro-Island Bay Cycleway group did their own rankings too.

Bold politics: redefining a good business model

I’m slightly in love with this idea of Jeremy Corbyn’s: to stop companies paying dividends until they pay the people who work for them a living wage. He said in a speech to the Fabian Society on Saturday:

Only profitable employers will be paying dividends, if they depend on cheap labour for those profits then I think there is a question over whether that is a business model to which we should be turning a blind eye.

By “slightly in love” I mean I cackled for a good five minutes after reading it because it’s so beautiful, righteous, and utterly outraging to the anti-Corbyn folk who have so desperately tried to get him to back down from his principles. This is not a guy who’s worried about being called “hard left” or “socialist”.

It’s a serious proposition, though. It challenges our ideas of how businesses should operate – ideas which we tend to take for granted.

We know what a “good business” is meant to look like. It must be profitable! And efficient! And innovative! And of course it must “value” its employees – by giving them their own nametags or buying them Christmas hampers or talking a lot about just how much you value them. Even the second-most-horrible employer would agree that having happy employees/staff/associates/~partners~ is important to the success of your business.

(The most horrible employer is the Talley family, who think workers should be grateful to be fired for wearing green t-shirts. There’s always an exception that proves the rule, etc.)

We often talk about profit as though it’s the single most important measurement of a company’s success – but profit doesn’t trump everything.

We don’t say “you only need to implement basic food hygiene after you become profitable.” We don’t say “accuracy in advertising is only required once you’re making money.” We understand the need for common-sense minimum standards in business.

If a CEO stood up and said “Look, our business model just wouldn’t be profitable if we had to ensure there wasn’t fecal matter in the ground beef” we would say “Your business model is broken.”

If a Director of Corporate Social Responsibility stood up and said “Our business model isn’t sustainable if we have to stop pumping raw sewage into the harbour” we would say “Your business model is both literally and figuratively shit.”

We already accept the idea of a minimum mandated wage for people who work. So why not stand up and say, “if you can’t afford to pay the people who do your work enough to live on, your business model is broken”?

Of course there’ll be pushback. Of course there’ll be resistance. And the people opposing us will have larger media platforms and greater influence and more money to throw into advertising and astroturf.

But that’s nothing we haven’t overcome before. That’s pretty much the entire story of the labour movement and the entire reason we have Labour Parties across the world.

This is the kind of idea which ticks all the boxes. It just makes sense. It challenges the rich and powerful who get whacking great payrises while the people who do the work struggle.

It’s the right thing to do. And taking a stand when it’s the right thing to do is how you win progressive causes. Isn’t it?

The best arguments for a living wage are its opponents

The fundamental difference between the left and the right is that the left think people are more important than money.

That statement usually raises the hackles of nice moderate rightwingers, but I’m sorry, guys: I can only go on what your side keep saying. Even though overseas even Tories like Boris Johnson have seen the benefits of a living wage, this is what mainstays of the Kiwi right wing keep putting out:

Wellington Chamber of Commerce is calling on the Wellington City Council to drop its flawed Living Wage proposal after its own legal advice said the changes would not be within the law…

“The Chamber has said from the start that the council’s pursuit of the Living Wage is an ideologically driven decision. The council has a duty to ratepayers to deliver services in a way that is most cost-effective for households and businesses. This is their clear legal obligation under the Local Government Act.

“Delivering services in the most cost-effective way” is one of those statements that sounds really reasonable and pragmatic and ~fiscally responsible~, until you realise that a perfectly logical end point of this is paying people minimum wage to do vitally important work and engineering society to deny them the power to organise and demand better work conditions. Until you realise that people deliver the services. Not robots.

How about this line from Wellington City Council chief executive Ken Lavery:

[The Council] flew in the face of warnings from its own officers and chief executive Kevin Lavery that it would effectively be paying 19 per cent more than the going rate for guarding, noise control and cash collection services over the seven-year life of the security contract without seeing any extra benefit.

People don’t have “a going rate”, Kevin. People need to eat, and pay the rent, and when they’re doing critical jobs like keeping our city running I’m entirely happy to take a miniscule rates increase to cover it.

The living wage doesn’t provide some extravagant “I want a pony” lifestyle. It’s as simple as this:

… councillors also heard from Wellington security guard Tipo Panapa, who said earning the minimum wage made him feel undervalued for the difficult work he does.

His dream was simply to earn enough money to take his paraplegic father to Lyall Bay for fish and chips on the beach once a week, he said.

The benefits are obvious and demonstrated. When people have enough to take their dad for fish and chips once a week, they’re happier. They’re more engaged with their work because they know their employer cares about them as people, not as “a going rate”. Less turnover, lower recruitment costs, more experienced people doing the work of guarding our city and cracking down on those damn noisy teens across the road. More money going into local businesses – like the fish and chip shop which I’m pretty sure would be delighted to get more regulars.

The arguments against the living wage, time and time again, boil down to “over the last thirty years we’ve worked damn hard to make sure people’s income hasn’t kept up with productivity or the cost of living, and that’s a feature, not a bug.”

And when that is the argument against, why wouldn’t you be in favour?
